    Introduction

    What it means to be a Unit

    You have been accepted into the MetroPolice Force of City 11. Your application has been processed and deemed acceptable by a local Training officer, and you, unlike those you once lived among, will be moving on to start your career as a Ground Unit in the MetroPolice Force. You will be allowed the honor of serving the Universal Union and forwarding Humanity's place in the universe. With this comes many responsibilities. You will be required to actively help enforce the will of the Universal Union. At times this may be difficult, but it is your responsibility as a Unit in the MetroPolice Force to uphold the Social Standards even when your former friends and colleagues push you to do otherwise. The Union will place civic trust in you as a beacon of civilized society, its trust in the form of many tools and rights not guaranteed or even allowed to the average Citizen. You will be required to become a role model for the Citizens and Units who are of lower rank than you, and to look to your superiors as role models as well. To be a Unit is to be part of something greater than you, to be a cog, gear or piston in the wondrous machine that is the Universal Union. You will be expected not to trifle or argue with those of greater rank than you, but to respect the suggestions of those who you command.

    Ranks

    RCT - At the rank of RCT you are still being trained and have not yet been fully inducted into the MetroPolice Force. Special equipment and lethal weapons are not permitted for anything but training, and you are not typically allowed out of the Nexus or a designated outpost.

    04 - The first Ground Unit rank. At 04 you are allowed to patrol and do other minor tasks, but are required to report it first. You are allowed access to your sidearm and other basic equipment at this rank. You are expected to follow orders, but are also free to question them logically should you find a better alternative. Showing leadership and initiative will likely earn you your next rank.

    03 - The second Ground Unit rank. Depending on your division, you may be permitted access to an H&K MP7A1 Personal Defense Weapon for use during standard patrols. Your authority is similar to that of an 04.

    02 - The third Ground Unit rank. At this rank, regardless of your division, you are permitted to use an H&K MP7A1 Personal Defense Weapon whenever pursuing a priority target, defending a key position or during a Judgement Waiver. You are permitted to give minor field orders to lower ranking Units, but are also instructed to observe to suggestions from lower ranks.

    01 - The highest Ground Unit rank. At this rank you are permitted to act as a field commander in serious circumstances, and allowed to give orders to other Ground Units, but you are still instructed to observe suggestions made by lower ranking units. There are no restrictions on use of the H&K MP7A1 Personal Defense Weapon.

    After reaching the rank of 01 you are required to pick a role as a Command Unit or Advanced Field Unit. Picking a role as a Command Unit means you will rank up to OfC (Officer) and picking a role as an Advanced Field Unit means you will rank up to ApU (Advanced Protection Unit).

    Command Unit ranks...

    OfC - The first Command Unit Rank. An OfC is allowed to authorize apartment block sweeps and other locational check missions. They receive no Service Enhancements, and rarely leave the Nexus or a Designated Outpost.

    DvL - The second and highest Command Unit Rank. A DvL has basically unlimited authority to give orders and directives. They receive no Service Enhancements, and almost never leave the Nexus unless they are checking up on a designated outpost. While they may be the rank with the most authority, UU-DISPATCH.c11 can order ground units to deservice them should they become corrupt.

    Advanced Field Unit ranks...

    ApU - The first Advanced Field Unit Rank. An ApU is given Service Enhancements in order to make their advanced tasks easier, such as minimizing felt recoil from weapons, increasing reaction time and reinforcement of the spinal column and legs to allow them to fall farther without injuring themselves. They are permitted to instruct Ground Units how to complete assignments given by Command Units, and also permitted to use SPAS-12 Shotguns and H&K MP7A1 Personal Defense Weapons at their own discretion.

    EpU - The second and highest Advanced Field Unit Rank. An EpU is given heavy Service Enhancements which upgrade nearly every sense (including perception of time and spacial awareness), and greatly increase strength. They are able to dictate exactly how an objective is achieved, and are permitted to hand-select Units for tasks at their own leisure. They can use essentially anything available, including any overstocked OSIPRs from the Overwatch Transhuman Arm.

    Divisions

    UNION - General division. Makes up the bulk of the force and is typically dispatched to handle Unrest Structures and counter Capital Status Evasion.

    HELIX - Medical Support division. Trained in first aid and to handle wounded Anti-Citizens before interrogation. Usually accompanies UNION units during nonstandard raids and antiseptic operations.

    VICE - Technical Division. Handle the driving of APCs and installation of biolocks, Socioscan restriction fields and other non-portable technology. They are also trained specially for use of general purpose pulse support weapons and deployment of manhacks.

    JURY - Advanced Sociostability Division. Handle verdict selection and interrogations, as well as internal corruption investigations. Specially trained in advanced interrogation techniques and contraband identification.

    Information on division 'GHOST' not publicly available.

    Equipment


    As a Ground Unit you will be issued many articles of equipment, each with their own functions and methods of use. Improper use of this equipment could result in unintentional deservicement of yourself or Ground Units around you, and it is very important to maintain all of this equipment properly.

    Proper Use

    Lethals - Proper use of your Lethal involves keeping the safety engaged at all times unless use is absolutely necessary. If use is necessary, do not discharge the weapon until you are certain that the interpose will not allow pacification, or until a superior Unit instructs you to do so. Do not endanger other Ground Units with your Lethal. Do not endanger cooperative citizens with your Lethal.

    Electrified Pacification Baton - This tool is not to be underestimated. If the weapon is ignited, all it will take to pacify a target is a slow arm movement finished with a flick of the wrist. The weighted tip is enough to cause a serious traumatic brain injury, but its electrified nature makes it outright lethal if it needs to be. A trained strike to the head will crack and splinter it without trouble, which is why utmost caution is to be exercised while using the baton. A strike to the shoulder can easily render an arm useless, and one to the knee can cripple a subject for months at a time. Factor in the borderline unnecessary addition of an electrified weight to the end, and it is an extremely versatile and dangerous weapon. Do not take its use lightly, as a beating could easily mean death.

    Radio Transmitter and Receiver - One of the most important tools in a Unit's arsenal. Your radio allows you to quickly alert your superiors to the location of a priority target, or to call for help should things get out of hand. Communication is absolutely vital when operating within the outer sectors of a city, and failure to report your location and status to your commanding Unit can result in unnecessary squandering of resources, and, in turn, punishment for the Unit unfortunate enough to have cost the Union its precious resources. Constant communication is key to control.

    Service Knife - Your service knife is a tool, not a weapon. While there are certainly many combat applications for it, a Ground Unit is issued their stun baton and sidearm instead of the service knife alone for a reason. Many Units have attempted to fight with the service knife when another tool was available and would have been better, and those many Units have suffered for it. However, its field applications in non-combat are almost limitless, and should not be underestimated. It is a key tool, but it is not a weapon.

    Maintenance

    Lethals - Your sidearm and any other Lethal which you are issued should be stripped and cleaned daily. The barrel should be cleaned, and the springs should be oiled. Polish interior of slide with oiled cloth and regularly wipe down magazine and magwell. Fully disassemble for each cleaning.

    Electrified Pacification Baton - The head of the baton should be unsecured from the shaft and cleaned of blood and skull fragments if it has been used by running it under cold water. Dry it with a handcloth and leave it to dry for ten to fifteen minutes. Afterwards, re-secure it to the shaft.

    Radio Transmitter and Receiver - Keep frequency up to date with Union-standard local MPF frequency.

    Service Knife - Sharpen and clean after use, tighten joint on blade/handle.

    A Unit's daily duties

    Responsibilities

    As a MetroPolice Force Ground Unit, you are responsible for several daily tasks. These tasks include but are not limited to...

    • Checking in with your assigned Command Unit daily.

    • Completing your patrol path the assigned number of times.

    • Performing maintenance on all of your Union-issued equipment.

    • Giving hourly situation reports to your assigned Command Unit.


    Failure to complete these tasks will result in serious reprimand.

    Handling orders

    If you receive an order which instructs units (including yourself) to accomplish an objective, immediately regroup with other units which have been called, if any. Report to the highest ranking Ground Unit there and, once everyone who has been called has arrived, deploy via APC or travel towards the area on foot if instructed to do so. Approach objective as instructed by local commanding officer, or, if you are the highest ranking Ground Unit available, instruct the other Units to approach it in the safest logical way possible. Upon securing the objective, check in with a Command Unit for further instruction.

    If the orders involve remaining in the same location and preparing, ensure that all Ground Units (including those of greater rank than yourself) are enlisted in securing the location. If someone neglects the work load, the entire division will end up suffering for it.

    Verdict List

    Level 4 Verdict - A Level 4 Verdict is any verdict which is considered uncivil, but does not cause damage to property, other citizens or Union personnel. A citizen who has committed a Level 4 Verdict can be let off with only a mark on their record and a request not to continue doing it.

    Level 3 Verdict - A Level 3 Verdict is any verdict which is considered uncivil and involves direct and/or repeated malcompliance, possession of minor contraband (food/clothing items) as well as minor violations of civic trust. A Level 3 Verdict can also apply to the defacing of civil structures. A citizen who has committed a Level 3 Verdict should be let off with a mark on their record and a minor beating (one or more blows to the knee, shoulders or stomach).

    Level 2 Verdict - A Level 2 Verdict is any verdict which is considered uncivil and involves direct but nonlethal assault of another citizen, or attempts to deface a Union structure with malignant messages. A Level 2 Verdict can also apply to pervasive and blatant noncompliance to the point of malignancy. A citizen who has committed a Level 2 Verdict should be isolated and inquired into. A serious beating should be administered (blows to the head and upper torso are permitted as long as there is a medical bay in the building).

    Level 1 Verdict - A Level 1 Verdict is any verdict which is considered uncivil and involves attempted or successful lethal assault of another citizen, direct but nonlethal assault of a MetroPolice Force Unit or attempts to create a large-scale unrest structure. This also applies to destroying or irreversibly defacing a Union building or vehicle. A citizen who has committed a Level 1 Verdict should be isolated and intensively inquired into. Attempts should be made to connect the citizen to the resistance, and amputation should be considered if prior verdicts are recorded.

    Level 0 Verdict - A Level 0 Verdict is any verdict which is considered uncivil and involves successful lethal assault of a MetroPolice Force Unit, successfully instigating one or more large-scale unrest structures or possession of heavy contraband (weapons, stolen MPF Uniforms). Any profound connection to the Resistance is considered a Level 0 Verdict. A citizen who has committed a Level 0 Verdict should be isolated immediately and unrestricted inquiries should be made. Once the citizen's use has been exhausted, they are to be amputated promptly or indefinitely detained at the discretion of a local Command Unit.

    Conclusion

    I think you should just write down UNION instead of "depending on your division", I do not see what any other unit could use for it.

    But I think we should find a way for UNION and VICE to be much more OOCly important.

    HELIX have some great IC reasons to be useful, but they are OOCly important in a role because of their use of medical kits and to heal others to go on with the roleplay.
    JURY are obviously OOCly useful for their negotiation skills and other intellectual aspects of criminal psychology and to remove hidden information from a detained citizen.

    But it is just UNION and VICE that may require something that could OOCly help roleplay, I know UNION is usually the first one to be sent into combat, but we need some other ways for them to be critically unique, including VICE as well, if you were a VICE, the most I ever see is "/me places X into the Y and then repairs the Z after a long time." and "/me opens up the compartment, and hacks into the X.", most people do this because the insides of the mechanical beings or just the structure cannot be determined to you OOCly and this type of mechanical knowledge isn't as easy to learn as medical knowledge, because in the Half-Life 2 universe it is much different.

    VICE will be able to spawn those forcefield barricades and also place mounted pulse guns using the mounted turret tool. Of course, there will be a lot of RP that goes with that, but they'll have the tools ICly and OOCly.

    Will these two things be like, an item or something? Kinda like the new Clockwork element where you can build turrets and mines and it takes about ten seconds to finish it? The energy fields are just two HUGE props, and they only have an effect going towards each other, but it doesn't actually block citizens (minges) OOCly.

    ept flags mean you can construct a working energy field without much trouble, and besides, we're not catering to minges. Just spawn your shit and do /mes. You don't need a coded item to RP that, and we've certainly got enough to work with right now.

    Then that is technically only creating an IC job for the VICE then, like I just said, we should try and find OOC ways for these two divisions, VICE and UNION, to be very useful, mainly VICE though.
    The mounted turret thing though is pretty cool for the VICE though.
